Scar tissue? Healing wound? Urologist says no STI's but I want to know how to help it.

My foreskin isn't tight at all and pulls back easily, underneath it though is what looks like scar tissue, discoloration, odor, and slight toughness to the scar tissue. The white tissue also shed dead skin once in a long while. The odor and color is stronger when I'm sweating or at work. Already had a fungal skin infection for a couple years and last year was able to finally get seen for it and took an anti fungal pill that got rid of it. Went to see a urologist about it, he said circumcision or just surgery are options. Circumcision is something I'd rather not do it. I'm 19 years old and this has been around for the same time as my fungal skin infection which lasted a couple years just from me not doing anything about it. No other issues.
