The second photo here shows quite a high level of irritation to the skin on the upper shaft of your penis, how long has it been like this?

Do you apply creams / lotions or moisturisers of any kind, perhaps some thing as a lube for sex or masturbation> Do you wash with soap and apply shower gel or other body cleanser ....... >

Are you sexually active? If so protected every time or not? Have you been applying a great deal of pressure to your penis, so extended or rough sex, or masturbating for a number of hours, or do you use any form of penis enlargement ....... ?

The Doctor you are dealing with is the best qualified person to say what you have. If you are still unsure, go to a Sexual Health and get another opinion .....
