Severe venous ulcer not healing

My father has had a leg ulcer from chronic venous insufficiency for 1 year now secondary to type 2 diabetes (controlled with metformin) It was a very small in the beginning, a half inch, but was getting larger even with following the compression and elevation regimen. In light of this, his doctor decided to try stem cell transplants on the wound, and still the ulcer got bigger and bigger. While receiving the stem cell transplant severe unilateral edema developed. The wound continued to grow to 12 inches. After about 8 months of stem cells he finally saw a vascular surgeon who did surgery to close off veins that were not working well. The Edema got SIGNIFICANTLY worse since this procedure (still only in one leg) He now sees a wound clinic doctor once a week for debridenent, however the lymphedema is so severe that it gushes out liquid even with compression and elevation. He is told repeatedly that he is not able to get the wound wet but they are not controlling lymphedema and it's constantly leaking, gushing fluid. In order to keep it dry he would have to do dressing changes every 2 to 3 hours it's that severe. He has 10/10 pain. He has no history of heart failure. Should his doctor be treating the vascular issue / discovering what it is so the wound can actually heal? Please if you can help I am so desperate. Has anyone seen a leg ulcer that won't heal for over a year / uncontrollable Edema in one leg?? What should we do?
