hi i got my genital warts removed one week ago through cauterization and my healing process is very good. I was wondering when can I have sex? I was told that unless it was fully healed it is better not to have sex, but is this true? I was told it is better to prevent reinfection but if my partner tests negative should I wait 3+ weeks? would it be that bad if i have sex?

It's sensible to wait for the skin to heal completely before resuming sex. Your partner should be advised to wear a condom, although it's possible that he's already infected during your relationship with him. It's just that he's asymptomatic.

how long do you think would be the minimum before having sex after getting my warts cauterized? most of them were on my vaginal lips and are healing really well, none on the neck of the uterus or anything.
yes my partner probably has the same strain as I do, can he reinfect me?
i just want to know what is the minimum wait post the removal of the warts and if i have to use a condom even if we probably have the same strain.

Please see my earlier post. "Healing well" is not the same is fully healed! Wait until the skin looks normal again and is not scabbed.
Your partner can't re-infect you with the same strain (type) of HPV and there is no definitive advice about wearing a condom in an on-going sexual relationship. As I said (and you think this is the case), probably your partner is already infected, so there may be little benefit in wearing a condom.
But let's say you already had genital warts before you met your current partner and that he was very anxious about getting infected. In this scenario, wearing a condom could help protect him.

I have genital warts before and i just vaccinated yet i get only the first dose, my genital warts just go away on its own after a few weeks and i have a new relationship with my boyfriend and its been a year and months and doesnt get the warts again and were going 2 yrs on november, but we used to get bumps but we thought its just a pimple because we just pop it and get back to normal again.
