You should go see a dermatologist as soon as possible. I don't think that's normal inflammation due to the variety of color on the shaft and head (white, red, pink, and brown).

my male doctor prescribed antifungal, antiinflamation cream TRAVOCORT. should I try to use it?

What do you mean try? Your doctor prescribed that for you. You should use it exactly as directed. If it says X amount of times for Y days, that's exactly what you do.

In terms of the frenulum itself: what age are you?
When you first exposed the entire head of your penis was this difficult to do?
Would you describe your foreskin as being tight or difficult in any way to expose the head .... ?

I'm 38. For the whole life my frenulum has been tight, but never has caused any issues. Now due to inflammation of the foreskin the skin is less flexible and it causes cuts and bruises during the intercourse. If I give it rest then its starts to heal. Currently Im still able to expose the full penis head, but its bit harder then it used to.
I have been now applying TRAVOCORT and saline for a week, as doc suggested. Situation has gone a bit better and I see some recovery - less inflammation, but it hard to tell if its due to the medicine or that the fact that I haven't had any intercourse during that time.
Will have doctor appointment tomorrow, then he will try to take samples form my penis to see what is causing the inflammation - fungus, bacterial etc..
What do you guys think, could it be that surgery might be needed or there are some other things to try firsts??

so after new appointment with my doc , he sent me to urologist to perform surgery. He thinks this is the only long term solution
