Should I get this (spot?) looked at?

So, for about a week now, ive noticed this small black spot (about 1mm in length) with a red outline under my toenail, and one day i decided to see if it was just dirt under it. When I pulled back my toenail, I could see it, so I decided to get nail clippers and managed to clip my nails until i was able to reach the spot. I was able to move the spot around with the end of my nail clippers. However, when i tried pulling it out, I snapped a part of it off. Nonetheless, should I get it checked out before removing the rest?
