Justin this looks like either a fungal infection or psoriasis. You need to see a dermatologist to make sure you get the right diagnosis and treatment as the medications used are different.
In the mean time get an emollient cream and use to keep the skin from cracking and drying out. Use every night before bed. If you are in UK do see your doctor.
