i had this issue over 10 months inside of the meatus is red and seems swollen and the veins inflamed inside on the outskirts of tip is raised skin
sometimes i get short sharp pain not always and a clamping sensation just under the penis glan of the corona no pain when i pass water but sometimes very tight
also it seems worse at night cant explain why this wont go away

Hi not really sure what it might be could be warts? Are you sexually active? It definitely needs to be checked out with your doctor!
