To me it looks a lot like rosacea indeed, but it is important that you see a dermatologist to get the right diagnosis.
As far as I know, rosacea doesn't have a definitive cure, but it can be aliviated by taking some precautions.
For example, use soap and sunscreen for sensitive skin, constantly use thermal water and moisturizer and avoid the use of astringent and exfoliating products.
