As seen in these photos, I have tiny tiny red dots along my jawline and lower cheek area. It is completely smooth, no bumps, no pain. I have had it for as long as I can remember. I'm just confused about what they could be and how I could treat them.

To me it looks a lot like rosacea indeed, but it is important that you see a dermatologist to get the right diagnosis.
As far as I know, rosacea doesn't have a definitive cure, but it can be aliviated by taking some precautions.
For example, use soap and sunscreen for sensitive skin, constantly use thermal water and moisturizer and avoid the use of astringent and exfoliating products.
