Skin problem on lower legs

Hi

I was wondering if anyone could identify this if possible please.

My mum is 78 Years old and this skin condition has appeared on her lower legs within the last six months. She has never had eczema in her life before or any other skin condition. Her legs are swollen from the knee downwards and quite hard to the touch. She tells me that the skin condition itches like crazy and has now started to travel all over her body on her back and now on her head. She has seen the doctor about this, who prescribed epimax cream. She has also tried mild steroid cream but with no joy. She’s also started to get purple like bruising under her skin on her upper arms which we think is purpura from the use of steroid cream but cannot be certain of this.
