Skin tag like bumps on penis head, glands, HPV?

I've been having these bumps on the head of my penis. I have just started noticing them about 4 months ago and it hasnt gotten any better. When I run a finger across across them, it feels almost fleshy, almost like a bunch of flat skin tags right next to each other. The bumps don't itch or have ever broke open or get bigger so I don't think they are herpes or HPV. I haven't notice any unusually pain when peeing but do smell a small hint of a fishy smell sometimes down there mainly under the corona but i could just be imagining things. Help me figure this out please

Thank you for replying. I am sexually active but not in the months that I've seen this. It didn't appear after having sex that I remember either.

What age are you?
To me they look like a normal and natural development following the onset of sexual maturation: it is possible for these to begin to develop around age 11 or 12 but for most males it is likely to be around 16 to 19YOA. They can continue to develop until the age of 25 to 26 but can first appear in the late-20's.
You may also get different ones to this, or these may become even more prominent.
If you want to do a search look up Fordyce Spots, Penile Sebaceous Glands and Pearly Penile Papules ....
NOTE: pictures of Pearly Penile Papules will normally only show them in the typical location of around the base of the glans / head of the penis, but they can develop anywhere on the head of the penis.

I am 22 years old currently. I looked into PPP before but like you mentioned, all the pictures were on the corona so i kind of ruled it out at the time, but i wasnt sure if they ever showed up above the base of the head or not. I will check into the other spots you mentioned as well thank you.

I have something similar, a friend had hpv so it made me more aware and I started to check myself closely and things that could had always been there and been normal worried me, I've been to my gp twice but he told me its ppp and doesn't see anything that worries him.

helo dude I'm also suffering with the same .
I had unprotected sex with tinder girl and now I can't talk her about this cause she already left . its seen only when i pulled or hold tighter or at erection time .
i think its std called trichomoniasis. it's not dangerous but should not be left untreated.
