Small area that has tiny bumps, just above the knee on my thigh. Been there for months.

There is this small area that has a bunch of tiny bumps. There has been no pain, itchiness, or redness. Ive washed it, scrubbed it, and scratched at it but it just doesn't want to go away. Its the same color as the rest of my skin, with the bumps being slightly lighter and the area being slightly darker. Curious on what this could be.
