Hi Christian, I need to know whether you have been sexually active at all? Also, what is your age?
With blemishes that look like this they can be sexual related or it can be as simple as a blocked skin pore or even an ingrown hair follicle - this does not look particularly like a Herpes blister - you can be a Herpes carrier even if you have not had sex yourself.
If you can get your hands on some liquid antiseptic I would dab a little on the bump 2 or 3 times a day for 3 or 4 days and see how it reacts. If you happen to live in the UK the stuff I use is TCP, it smells awful but really does the job.

As John also suggests, this is unlikely to be anything to worry about and will eventually clear itself. What you need to watch out for is if you get several bumps appearing together, particularly if they form a blister. Should this occur, only have sex using a condom and go get yourself tested to see what is going on ....

Update pic, this is what it looks like up close. It's like a hard small bump no pain, no fluid, no cluster of bumps anywhere and never had any at all. Have you seen one like this before? Im scheduling a check up this week to get confirmation on what it can be

I have noticed that the skin of your penis look really dry in this more recent photo - you should not use ANY form of soap to clean your penis with - when you shower you also need to ensure you fully rinse away any body cleansers you have used, such as shower gels / lotions / body wash (hair shampoo too) as these can eventually cause a real problem for genital skin. Particularly around the head and foreskin area of the penis - and this is essential for men who are regularly sexually active or who masturbate on a regular basis.
Try some liquid Coconut Oil to hydrate your penile skin - a light coating every other day is sufficient at the end of a shower, for example.
I am also going to post a website link description that clearly describes the variety of lumps and bumps that appear on the penis, again, I cannot post an actual link so you will need to search for .........

Thanks again for the helpful info! One other question, I read and looked up pics of genital warts and every pic I seen was of blister like bumps and such. Just from your looking at it does it look like a wart? My check up is next Thursday but I'm curious to what you may think

It does not look like a wart, no. However, it is not beyond the realms of all-possibilities that it actually is - it is just far more likely to have a far simpler, and less problematic cause and future consequence for you. If you can update after your check up - that would be good ........

I m suffuring same problem like you.I consult my doctor about small bumps on my penis,he tells me that this problem occur If you've never had sex, little white bumps on the shaft of the penis may be pimples, a skin cyst, or ingrown hairs. These are common and they're nothing to worry about. Another condition that's normal and no cause for concern is pearly penile papules. so,don't worry about it.

You were right!!! it was nothing but irritation from the soap/body wash I have been using and everything is normal now that i switched soaps
