Small growths on the penis shaft and head... are these warts??

No it doesn't look like warts.

Looks like Fordyce spots

So you have two types of skin on your penis: a mucosa and regular dermal skin. Mucosa cannot get acne but regular skin can. I believe what you have there is acne and that is not a huge problem but they can become inflamed at times so it's best to treat it before it does become inflamed. In your case youd use regular acne supplies or just pay special attention to that specific area . If you do use acne creams or supplies make sure you do not get it inside of your foreskin or on your glans(head of penis) as it will hurt like a chemical burn because most acne creams and etc use salicylic acid and that can cause some burning and irritation I think these are just stubborn whiteheads so take a nice warm bath to soften them up every night before you treat them

thanks for the replies guys, very much appreciated. i thought myself initially they may be inflames forcyde spots however, I've kind of become obsessed with taking pictures and zooming in to try and look at what they actually are, the thing that is panicking me is when i zoom right in to them they look more like little skin growths as a pose to forcyde spots, i can kind of see a difference in them. I'm so frustrated as I've been getting general irritation and discomfort in my genital area all last summer, it seems when i do excersize of when the weather is warm the irritation seriously flares up and the discomfort it something else. i want a biopsy doing on the lump and bumps i keep getting but it seems to me like the NHS (i am in the UK) will not offer me any tested for HPV nor do they seem educated enough to tell me what is going off. i keep getting sent away with them saying there is nothing to worry about there, i am not concerned these are NOT warts!!! which is all good and well, but they aren't giving me a resolution either, so im so frustrated and depressed beyond belief. i just dont know what to do or where to turn now.
