small spots under foreskin (pic)

For more than 3 years I have noticed these spots, (I have only had sex 1 time with protection 2 years ago) I remember that they appeared when I started to gain weight, like some pimples, but those disappeared like normal pimples. (I am currently 22 years old)

but these points have not disappeared, they do not hurt or cause discomfort, just very very casually a little itchy, if I press them I can feel small, more solid balls.

The skin does not change color, the points are almost imperceptible unless you stretch the skin, or with an erection they are much more noticeable as seen in the photo, I would like to know if it can be something dangerous or not, I have investigated and the most similar that I have found are fordyce spots, but I would like to know your opinion.

I recently asked in a forum and they told me that they could be warts, but I've been over 2 years and they haven't grown or hurt,
