Yes, this last photo is very clear. What you probably have going on is just the way your penis has developed - what you seem to have is a combination of Fordyce Spots and Pearly Penile Papules. This is not typically as they would be normally in appearance so what you have could be relatively, or very uncommon.
Has a Doctor ever checked these out for you? The essential thing would be did these only appear after you became sexually active? If so, go get checked out with a Medical professional - if no sex yet, then what you have could be hereditary.
For peace of mind as for a Professional Medical opinion anyway ........

I first became sexually active 2 years ago, but I remember having these spots/bumps for many years prior. I do, however, think that they have multiplied a bit over the years, as I don't remember them to be as prominent as they are now.
I haven't consulted a doctor yet, as I simply fear the awkwardness of it.

It is natural to be hesitant and feel awkward about health issues related to our genitalia, but honestly, Doctor's check-out people's genitals, of all ages day in day out.
What you have could be relatively rare, but a Doctor needs to be aware of what variations from the norm look like - and, what you need to know is that this is not something that can adversely impact on your health, and potentially, the health of your sexual partners .......
