I can see you shave and I think they are infected hair follicles. Always make sure your razor is replaced often and buy good quality ones. If you are using an electric shaver then make sure the head is washed thoroughly between shaves. Just stop shaving for a week or so,let the hair grow a bit, keep the area washed and dry thoroughly. Only wear 100% cotton pants.
