****so for as long as i can remember I have had this little bump on my eyelash line and I am wondering if its a stye or maybe a skin tag? I am not sure!

Hard to see, doesnt look like skin tag.
There is something that grows near eye lash that has to do with cholestrol a little yellow in color, skin tags are usually stringy
