Some slightly concerning cluster of tiny bumps on penis

Hi, I'm new to this whole site and I'm just looking for some clarification. My doctor looked at these and said he wasn't 100% sure if they were genital warts or not, but that doesn't help much lol. I noticed them a couple days ago (maybe even longer before that, but maybe I just shrugged them off), and I am worried it could be HPV.

I'm fully vaccinated for it, but I have been having unprotected sex in a monogamous relationship for about 2.5 years now. Perhaps it has been dormant until now? My girlfriend hasn't noticed any irregularities with her genitals. I'm 20 years old, so this could possibly be a late puberty thing or just something my penis skin does? She has had a lot of partners before me and I have only had one before her, so maybe it was something she gave to me, or the one before? I'm just looking for some clarification. I'm not terribly worried about it, but my anxiety sometimes likes to jump to the worst conclusions.

    I've also done multiple vinegar tests with apple cider vinegar (5%), and white vinegar (also 5%) and I didn't see any changes in the color or texture. The bumps seem to be in a symmetrical pattern going right down the center of my shaft, and they are soft and stretch with my skin. I am circumcised, so I'm thinking it could also be a result of some sort of trauma or scarring from when I was an infant. I'm no longer that convinced that they are warts. Unfortunately, the urology center for St. Luke's can't get an appointment with me until January 25th, and the dermatology center can't schedule an appointment until f*****g April. Such BS. I'm just going to keep an eye on it and check to see if they grow or spread at all.

    Hi whoever is paying attention,

    I still haven't noticed any changes to the lesions. Google is scaring the s**t out of me so perhaps I need to stop googling what could be wrong with me lmao. I really hope it isn't some high-risk form of HPV. My girlfriend has been having some issues with bleeding and spotting in between her periods, and only very recently has she started to bleed slightly during sex. She has Crohn's disease and is currently on birth control so perhaps it could be the combination of those two, but I am scared that she could be showing signs of early cervical cancer. She's only 20 years old, the same age as me. I scheduled an appointment on Wednesday at a Planned Parenthood clinic because I'm sick of dealing with my doctor, and I encouraged her to see a doctor and get a pap smear if she's able to. I really hope this is just some weird coincidence, and not that we both have some kind of HPV-related cancer in our genitals. That would REALLY suck.

    But the good news is that if it is cancer, I assume we will have caught it at an early stage and it will be treatable and curable. I just read a story of a 20-year old male who died of a late-stage squamous cell carcinoma. That's now what I'm afraid it might be, SCC. Can you tell I'm a hypochondriac yet? Lol

    When my herpes started interfering with my daily life. And my lips always bother me every damn day. I remember going to the hospital when I was around 25 years old cuz my whole lips were burning like hell. And a nurse came to the waiting lobby and said sorry there are no doctors here.
