Hallo, its a birthmark and its very common. Lots of people have them in exactly that spot but are more obvious in those who have short haircuts. They are sometimes called "stork marks" but are obviously nothing to do with storks. Not harmful , dont worry.

Thank you for answering. My barber pointed it out and I got nervous. I started looking at older photos and it was there but I never paid much attention to it.
