My penis has been bothering me for a few weeks now and this spot under my foreskin has been occasionally itchy. It doesn't bother me throughout the day but when I'm sitting around doing nothing it acts up. I don't have herpes or anything so please help.

Also, I'm not sure if it's balanitis because I've looked at many pictures and it doesn't look like it. It goes away if I don't masturbate for a while but comes back if I do it too much. This has never been a problem in the past, though.

I'm not sure how to upload pictures but I've researched Fordyce spots and penile papules and they don't seem to be the case. I do have some bumps and my doctor has previously said that it just seems irritated but the bumps themselves are harmless and not bothersome.
