This looks exactly like herpes in my opinion. Keep in mind that the symptoms most commonly experienced are fairly mild, which is why so many people with herpes aren't aware they have it.
What testing did your girlfriend do? Was it a herpes iGg test for both HSV1 and 2? If your girlfriend has ever had a cold sore (most commonly caused by HSV1), it can be spread to a partners genitals through oral sex.
They look pretty dry now, so it's too bad your doctor didn't do a swab. You can still attempt a swab, but if you don't have a reoccurance, you can get a herpes antibody iGg blood test, but you'd need to wait 12-16 weeks for your body to build up enough antibodies for the test to be accurate.
Keep us updated, and know that herpes is a manageable, common condition, if that's what it is (though it really looks like it so I'd highly suggest you seek care from a sexual health professional - show them pictures since it will likely resolve before your visit).

my doctor told me he couldn't do a swab because " they isn't any puss or liquid" so i went to the doctors today an had my bloods taken. i really don't understand where they have come from because ive been with my girlfriend 3 months n theyve just come out of nowhere last week

Having your blood taken is useless if this is your first outbreak. Your body hasn't built antibodies yet, so you can expect a negative result even if you were recently infected. You need to wait about 12-16 weeks for an accurate result. A doctor can do a PCR swab, which is much more sensitive than a viral culture if the sores are already healing, but that's neither here nor there since a swab wasn't taken.
It isn't unusual for herpes to "come from nowhere", as discordant (one + one -) couples can be together for years and never pass it. Another thing to consider is that many people contract HSV-1 orally in childhood, but have no recollection of ever having a cold sore, so people falsely assume it "came from nowhere". Many people are also asymptomatic, and the virus is active (or 'sheds') even when there are no symptoms so it can be confusing in that a partner can have zero symptoms, and still pass it.
A last thing to consider is that a person can unknowingly carry herpes asymptomatically for years, so unless she is your first partner, there is even a chance you could have had this even before this relationship, but you're just having your first noticeable outbreak. Herpes can be a tricky virus, but you should definitely stay on top of this, as again, your sores look classic to me, and are also healing just as herpes sores do, they dry up and leave a yellow/brown crusting scab.
