STDs can be ruled out if you never had sex.

Are the bumps have fluid in them?

Can anyone tell me what they are if not std's?

You may have a simple dermatological reaction going on, or, the beginnings of an actual skin condition.

Help your penis by cleaning the head / glans with water only at least twice a day, or every time you urinate if you can.

If you are uncircumcised draw the foreskin as far forward as possible to protect your glans / head of your penis each time you take a shower.  You then expose the glans when you have rinsed the soap / shower gel etc. off your entire body - then draw your foreskin back and wash your glans with the water only by rubbing it with the inside of your hand, then you need to make sure you are 100% dry.

If you masturbate and use any form of Lube such as baby oil or moisturiser it may be this that is causing an adverse reaction in your skin.  If you need to moisturize any of your penile skin, including the glans, try using liquid coconut oil, or Aloe Vera gel.

If your condition worsens either update this discussion forum or start a new one on Penis Disorders ...
