Sudden breathing issue

HI,
I am experiencing an odd breathing issue. This issue has been coming and going the last week as of the time of writing. It feels that I am not taking in a full breath at times, I think I hear a wheezing sound whenever I breathe in/out (very subtle sound) and when I hold my breath I can feel a tightness in my collarbone (I know my lungs extend to this area), and sometimes I'll feel a slight tightness in my chest overall. These feelings really come and go and I've had no issue with breathing during intense cardio. I have a pulse oximeter handy and use it when I'm feeling this issue arise or when I randomly check. O2 Saturation is between 96-99 but I'm not sure how much I should trust this machine. I've also tried coughing and sometimes I'll feel something clear up but I don't think it's mucus. I'm not sure what it could be and I'm starting to become worried.
A little bit about myself: I'm a 20-year-old male, I'm not sure if this is true, but I've outgrown my early childhood asthma, I've never smoked, I play soccer very often, and I live in a small "suburban" town in northern New England (not much air pollution is what I'm trying to say). I suffer from season allergies in the spring, but no other breathing disorders/diseases that I'm aware of. A BIG note that I should add is that I am a hypochondriac. I'm usually worried about something and then convince myself to settle down, but this feels different. I've never been diagnosed with any type of anxiety even though I feel I may have some form of it.
In regards to familial health issues, these are the only things I can think of: my mother has hypertension, grandmother and her sister are breast/colon cancer survivors, and my grandfather has COPD (unconfirmed as none of us have had contact with him in years). These are actually all on the same side of the family too.
