Swelling and redness under foreskin

Hi i'm a 23 year old uncircumcised Male. Today in evening i had an itchy feeling under foreskin. when i checked, i found some smegma collected at the bottom of my glans, under foreskin and the part of foreskin surrounding it was red and there was some swelling. I had not cleaned glans of penis for some days.

It had happened one more time 4 months ago and was resolved automatically in 1,2 days without any intervention. But there was no swelling at that time.

I am not sexually active and had sex just once 7 months ago with an unknown girl with condom but fellatio without a condom.

I had STD profile done, everthing is negative. But HSV(1+2) IgG positive but no genital warts or any symptoms. I visited a physician and he assured me it's nothing to worry since its a common infection and i don't have any warts.

I want to know if its normal as i saw some articles which said it could be caused if there is excess smegma collected under foreskin. and if it require treatment?

    what was the window period after which you got yourself tested for STDs ?
