Symptoms on the tip of the penis?

I am a male and had protected sex (condom) with a woman 7 days ago. Yesterday, I noticed that the tip of my penis felt very cold throughout the day, and later last night, 3 discolored spots appeared on the tip. The spots are pale, skin colored, and only slightly raised (like a mini plateau). 1 spot is whiter in color than the other two. They do not look like pimples or bumps, but they definitely look irregular when inspected closely. They also do not hurt, however, the tip of my penis still has that cold sensation today. Is this an early stage of genital herpes and will these turn into blisters?

Doesn't sound like herpes. Could be something else, though, so you should get it checked out.

I just checked out your website and you are definitely the person to talk to about HSV concerns!
Here are the reasons why my first thought was herpes:
1) We used a condom, which rules out several other STIs. She may have been shedding in other areas that came in contact with me.
2) Exactly 6 days after sex, my penis glans felt cold, almost liked an icy-hot feeling. I figured that would be comparable to the herpes "tingling."
3) Right after the cold feeling set in, the spots appeared, and I had read that herpes shows itself right after the tingling sensation.
That being said, they are not bright red bumps, like pimples, and haven't blistered. The spots are flatter to the skin, but with a slightly different pigment than skin, which makes them noticable.
Any additional thoughts with this new info? It would be greatly appreciated!

Thanks about the website! The fact that your "bumps" are pale, flattish and don't hurt or itch makes it seem unlikely to be herpes. Also, since you wore a condom, you'd expect any lesions to occur at the exposed base, not the covered tip.
Tingling is not necessary for herpes, incidentally. Just as many people have no tingling as those that do. You didn't even experience tingling, but a cold sensation, so different yet again.
I always say the best thing to do is to see a doctor and have it swabbed asap if you're really concerned. A doctor should also be able to tell you if it looks like an irritation or something else. Based on your description, though, it doesn't sound like herpes.
