This is probably so specialist that you should ask this question - if such it be - to the Doctor who treated you or to the Urinary Medicine Clinic

You are not in UK I'd guess?

Syphilis is caught by sex with someone who is affected so you must have caught this before 2010.   I am very surprised that after treatment at that stage you were not checked.

Wow, just as well you found out about this sooner rather than later.

Syphilis can be resilient and can go through periods of latency, and 2.4 million units of aqueous procaine penicillin G  given intramuscularly daily with probenecid 500mg orally 4 times per day for 10-14 days is considered to be an effective treatment..

Hopefully when they treat you this time I'm they will make certain that it does go once and for all.

As for passing it to your partner or visa versa, there is only a 60% risk of it being passed from one person to another, so it may be that your partner has been lucky -very lucky.

In any event I would certainly recommend your partner applies for regular retesting,  as because of it's latency this can be a difficult infection to track down.

Are you saying that you have never had sex before 2010?

Because syphilis is only contracted by sexual contact.  If you really have never had sex prior to that the only other real possibility is that you contracted it at - or before - birth [that is from a parent] but if that is the case you would have expected to show some signs before then while growning up.

The differece should be 4-fould to suspect treatment failure. So, keep checking non treponemal titres every few months
