There is some problem with my penis since 2 months now

i had initially experienced small red bumps on my penis head and dryness and when i showed it to a doctor he told me its a fungal infection and gave me clotrimazol which did the work and the bumps disappeared but the dryness is still there and now i noticed some rashes inside the Meatus(urinal opening) which also appears to be bluish sometimes. Can anyone help me with this.
