Tiny red spots on my penis in certain areas and are not itchy or painful

I have these red spots on my penis. They are not itchy or hurt, I noticed them more than 7 months ago and I thought they disappeared but they are still there. They are in two areas and a bit in the underside. I am not sexually active and I am 28 years old. When I shower I use a soap from Detol to clean the area. It is a bit hairy down there and I do not shave as my skin irritates easily and chaffing is a constant issue. Is it a major issue or skin reaction to friction from math-debating? What is the best way to get rid of them or reduce them enough that they are not noticeable? They do look kind of suspicious but I do not feel them. I saw them by luck and they may have been there for a lot longer than 7 months … Thanks for all the helpful comments
