no just a bit larger. Seems like a blood blister. Been exactly the same for last 3-4 weeks. I noticed capillary blood vessel damage about 2 months ago same area.

Is it soft/hard when palpated? Is it in a fixed position, or does it slide along the shaft? Is the colour consistent, or does it vary?

It is not soft nor hard, it moves / slides around with the skin on the shaft. The colour and size is 100% consistent.
From all the possibilities I am narrowing it down to Angiokeratoma...

angioketatomas as usually darker red or black colour, so I do not believe it is that. Have you ever had warts anywhere on your body in the past?

Yes, have had warts. This is rather dark in real life - may not appear that way on the pic?
What else could this be?

Can the colouring be seen better in natural sunlight?
I think we are between a wart or angiokeratoma depending on what it looks like in better lighting.
