Today I found out that I may have pearly penile popules

Today for the first time I took the foreskin all the way back till glans and discovered tiny white dots all around the glans bottom. Image is attached for reference. I am 21 and never had sexual intercourse. Read on the internet that PPPs are 1-4mm but in my case they seem less than 1mm in size. I have never washed under the foreskin so I am guessing that may have an effect. Foreskin looks white (see image) is it normal? Also in case of washing, should I use soap while washing underskin or just wash with warm water. Please be as detailed as possible on how to take care of this.image

    Oh, boy, it look like its partly how you look and partly because of smegma but it looks dirty. Don't use soap as it can get some negative results. you have to rub it real hard, it won't feel great but smegma can stiffen over 20 years. I mean mostly the inner foreskin part, but the glans also a little.

      Hey thanks for the reply, so you're saying that is has been there now for some time and pretty solidified. I have been washing it daily since that day and there is 0-1% improvement. Is the inner foreskin part to be rubbed? It doesn't feel very good to rub it.
