Unbearable shoulder pain. Been on the table 5 times already.

So my brother hurt his shoulder badly about 8 years ago, and he already have been on the table 5 times here in Norway. His movement has improved but the pain is unbearable. He can hardly ever sleep.
I don't know all the details about what has been done and what exactly got damaged when he hurt himself.
All I know is that the shoulder got dislocated and the collarbone snapped in two, and the tendons tore up also. At the last surgery they found out that the thing between the humeral head and the glenoid was split up in 2(maybe called capsule?) and they stitched it back together. That might be why he is in so much pain?
If he doesnt use the shoulder at all in 1-2 days, he doesnt feel that much pain, but once he uses it slightly he is in pain for 2-3 days constantly.
So now we're desperate and we now know that the surgeons and hospitals in Norway cant help us. They say that there's nothing else that can be done.
So now I'm searching for a professional shoulder surgeon who can help us and give his opinion, but I have no idea where to start. I don't think money will be a problem at all.
Which countries have the best shoulder surgeons?
How can we trust the hospitals? I've read so many horror stories about them just scamming and wont help after they got their money.

Wow that is so sad. I feel bad for your brother. Without knowing what exactly is wrong, I would tell you I had 3 surgeries in 2 1/2 years. The last one was superior capsular reconstruction. It sounds like he has a capsular problem. They used tissue that was donated and rebuilt the rotator cuff that was damaged beyond repair. It has been a great success for me and after 7 months I have NO pain and pretty much full range of motion. I will never be able to lift more than 10 pounds above my head. I can live with that. I can suggest my orthopedic surgeon's office. It is a large practice They have offices in Michigan and Arizona ( I am in Arizona) It is called https://www.orthoarizona.org/ They have been rated as the top orthopedic doctors for over 10 years and do amazing work.It is a slow road to recovery, but 7 months is not too long for your brother to get his life back. I wish him the best of luck.

Thank you very much for your answer. Happy that you're now without pain! Really wish my brother the same thing. I think he's fine knowing that he cant use the shoulder for heavy lifting etc, as long as the pain goes away.
What would you suggest me to do, call them and explain everything to them what has been done by previous surgeons and explain the current situation? How expensive would you guess it is for us to go there and take MR scans, xray etc and evaluate the situation?
