Unknown burning skin pain and itch

For the past 6 or so years my partner has been experiencing flare ups of burning pain and itchiness all over his body mostly effecting his chest and back. It starts with being just slightly itchy but then it worsens to being a burning pain. Its so bad it has made him itch to the point he has cuts from scratching so much.

It flares up mostly in the summer and sometimes in the winter but it gets worse when it warm or hot out.

We have no idea what this could be, he's seen doctors and we've tried so many things to try to help and nothing has worked yet.
