Unknown condition on penis

can anyone tell me what this is?image

the scar was originally a bump i miss took for a mosquito bite. it got that way from constant ruling and scratching. then the 2 bumps forms probably a week later then I knew it was something else. the other small ones just started forming a few days ago they all gradually get bigger over time. it irritates my penis and sometimes itch never burns. all information I look up on internet always points to HPV. I'm confused because this same thing happened a year ago around the same time of year. I went and got 2 sti checks and a physical examination and all test came back negative. I'm wondering if anyone can give me any information on what it is and how to treat it.
