If you are very young, your penis could still be growing. Otherwise I don't see anything unusual.

it looks like a pressure spot? I get those when I wear skinny clothes for a long period of time sometimes. If not, it could be stretch mark due to growth. Even tho its rare, but it happens.
Get it checked to be safe
