UPPER ARM WIERD

Hello everyone,new here, didn't know where to put this so decided the elbow was the closest place.

so im an overweight woman who has recently noticed an oddity with my upper arm ... no pain or anything, but i do have arthritis in the connecting shoulder. Basically just above my elbow joint there almost looks like there is a rubber band or something around my arm. The arm looks heavily swollen but isn't, there doesnt appear to be a lump or anything just this wierd like band separating my arm into two???? It may well just be because i am fat, but my other arm is completely normal so it is strange.

Does anyone else have this or have any idea what it could be?
