Wart like bumps / abnormal cell formation?

Around 5 months ago i had some sort of infection (painful urination) and was prescribed antibiotics and topical antifungal cream for some reason (clotrimazole). After 7-8 days things passed but some time later i noticed these new bumps on the tip of my penis, my head was normally smooth. They are very visible during erection and less noticeable in normal state.

I got tested for the most common STI's, all negative. After 2-3 months i got tested for most common strains of HPV, negative again.

I've been to 2 doctors and no clear reason for this or treatment. Last thing i was prescribed was another topical cream used for eczema so we rule out some sort of allergic reaction.

What i find extremely confusing is that the whole tip area around those bumps has almost like a new layer or skin covering the normal glans. Also the right end of the urethra has become bigger than the left one. More cell growth on that end.

I would greatly appreciate any information from people who have experienced similar condition. I really want to find out what this is.
