Wat these red spots on penis ?

I'm uncircumcised sometimes these spots itch n kind of hurt when touch or rub.

    Looks like you have a very short frenulum and possibly phimosis. Bad hygiene or something else got you Balanitis which is inflammation of the glans. You should show it to a specialist
