Weak facial hair for a 28 y.o. male

I have very thin and sparse facial hair (see picture). Some hair above the upper lip, some on the chin. None on the cheeks or along the chin, no sideburns.

What you see in the picture is what I get after not shaving for several weeks. I have no chest hair also.

I am 28 years old.

I would like to ask if this amount of facial hair is within the normal range. I am quite frustrated with not being able to have a full beard or mustache or even a five o'clock shadow.

    It has been always for you like that? Or you just notified it recently?

    Always, it never seems to have fully developed, although it does seem to get somewhat better very slowly. In my early 20' I couldn't have had even this poor goatee. Still, by my age most men have full facial hair.

    I suggest checking with your  physician  who can  check blood levels of hormones to be certain all are in the correct levels .
