Weird lumps underneath foreskin. WORRIED! HELP!

I've had these lumps for over two years I think, can't really remember how long to be honest. I stopped masturbating for months to see if that would help but nothing changed, I'm very hygienic as well so I honestly I have no clue what is happening. I searched to the literal ends of the internet to find out what this is but no answer. Hopefully I will get my answer here . Also no pain when touching .
