Hi, are you meaning the small red irritation marks (usually due to razor rash) or the larger brown blotches?
Are you an active person? Do you shower frequently? What you may also need to look at is the clothing you are wearing regularly: so this could be something like a heavy denim, then underneath you have a relatively thick cotton underwear, rather than a thin light one that you would usually wear.
What I think you may be getting is a build up of sweat .......

that would make sence(the sweating part. i offen sweat dowm there but the underwear i wear is very thin and dries quick but that makes sence.

i do shower offten and i am as active as a normal older teen but i dont olay sports.

What about your weight, are you near an ideal for your age and height, or considerably overweight.
So, the brown patches are consistent with a build up of sweat - what you are in danger of is developing real issues associated with fungal infections, in fact, this is what the brown patches are already indicating.
So, the underwear, is this man made fibres that they are made of, or light cotton? What you need to interrupt, or resolve is the sweat drying on you. Some sports wear, or outdoor activity clothing is very good at this - it is variously termed Wick Away clothing, and this removes the sweat from skin level, lets the skin breathe, is another way of describing it, whereas what you currently have is a moisture trap.
Two things to do: go speak to a pharmacist explain you have brown patches in the groin, but do mention that you shave the area and you need a cream that will not irritate the shaved skin. Otherwise Clotrimazole may do the job anyway.
Get the sweat issue sorted and at least part of the solution would be getting some wick away clothing - perhaps a trip to an outdoor activity clothing shop would be an idea .....
