What are my rights having Ops cancelled due to health issues

I have been trying to get back on a list for TKR. As my 2 booked ops were cancelled after health issues. Now ready to try again i find myself at the bottom of a pile! Can't get surgeon appointment being treated like first time referral.

The wait has caused problems with my hip and am a cripple relying on my partner for care.

It is soul destroying. I hoped as i had had 2 attempts at ops i would be more understood to need to get back on list.

I see we have rights if op is cancelled due to bed shortages etc but can't see if due to medical issues! Advice please.
