what are these red bumps on the bottom of my penis head?

long story short, I noticed these two red bumps (very small not so noticeable at the time) 2-3 weeks ago. Today, I noticed they got bigger and more noticeable. I haven't had sex in several months but even then I do practice safe sex. Its not painful or itchy but does feel a little hard like a pimple without the whitehead. I called my doctor today and over the phone without him looking at it he told me to use a steroid topical and a anti-fungal. I'm a very active person and shower twice a day but could it be possible staph? image
