Just checking the location of the red bumps: do you mean on the glans / head of your penis?
If you are referring to the bumps that stand away from the skin on the edge / corona of the head of the penis as 'the white things' you are talking about, then these are Pearly Penile Papules. The are completely normal and are not linked to any health or disease condition in any way ......

Yeah but i am also talking about the red spots appearing on head of penis they weren't there before

So the answer to that depends on what you do with your penis: are you sexually active?
Do you wash your penis with soap and shower gel, and stuff like that?
Are you practising any form of penis enlargement, either regularly, or at least just before these marks appeared? Rough sex games or prolonged or forceful masturbation, perhaps?
Simply, the cause depends on what it is your penis is experiencing - there can be an underlying skin condition, in which case it would be easier to diagnose once the symptoms worsen. But as I say, it also depends on what is also going on for your penis ....... ?
