What are these tiny bumps on my penis glans?

I've had these very little bumps on my penis glans for almost 6 months (at least since I noticed them), they don't give me any problems (they dont itch, burn or feel sensitive at all), and when I touch that zone I honestly cant even feel them. I have received unprotected oral sex from a few girls during my life but I have never tested positive for any STI. Last December a couple of months after noticing these bumps, I got tested for every STI and everything came back negative so I have no clue what these are. Some people in this site a few months ago told me these looked like fordyce spots but it does not sink in my stubborn brain... Any help?imageimage
