well yeah it might be a lack of proper hygiene if it does NOT come back and you have a near perfect hygiene
If you masturbate, don't clean your penis after cumming, then this thing can build up
if after a fresh shower, 2-3 days of clean hygiene it does not come back then you're fine

I am wondering what age you are? This is a really unusual presentation of whatever it is that has caused this - and yes, it could be smegma - but very unusual amount.

Try abstaining from masturbation for as long as you can - 3 weeks is a good starter ......
