I've had these bumps for as long as i can remember, since I started I've started puberty. I don't think I used to have as many?? I've also never been sexually active. What could they be?

Hi that's fordyce spots, very common and harmless

Mariah is correct- Fordyce spots aka sebaceous glands. Completely harmless and nothing to worry about. They become more obvious during adolescence.
