I don't have any symptoms, under my shaft skin there are some "lines" ,2 lines, that are a little hard, and they are not going away.

I think we'd need more detail and especially pics (for which you'd need a computer) in order to share an opinion - what kind of lines? When did you first notice them? If they were not on your penis, what do you think they could be? What's your age and do you think you could have sustained some kind of injury? If, so how?

This is the problem. It's not very visible but it becomes harder and harder with time. I have it for 3 months and i didn't had any injury ever. i am 16 years old..

There isn't much unusual to see there to be honest, and you're too young for Peyronie's disease, so maybe it's just some Fordyce spots that happen to be lined up. If it's changing over time though, and it feels like there's something under there that's different from elsewhere on your shaft, then I'd consider seeing a doctor. I suspect they'd probably tell you there's nothing to worry about, but if you do see a doctor, please let us know.
You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details. There are GUM clinics for under-25s in some places, and neither a GP nor a clinic is allowed to tell your parents you've been. You don't even have to use your real name - they almost encourage you not to.
