Looks to me like some kind of a pimple --but dont want to scare you so it would be best you contact your GP so he can ask you the right questions & you can enquire & request a referral to the relevant hospital if appropriate

If you have ever had unprotected penetrative sex or revived oral unprotected then get a visual check of this at a sexual health service, or your GP

The vast majority of issues of concern are related to unprotected sex.
This would probably be best described as a skin imperfection - unfortunately it is completely unknown when things like this will fade away, it may become larger, it is a complete unknown
You do not say what your circumstances are: so there are lots of things this could be linked to: if you are circumcised it could be related to the way it was conducted, if you are applying a great deal of pressure to the area, such as for masturbation, or for penile enlargement, for example it could be related to that
