Are you referring to the bumps on the scrotum? The smaller ones in the background are sebaceous (oil) glands and the slightly more prominent smooth lump is probably a sebaceous cyst. Nothing to worry about until or unless it gets a lot bigger (>5mm) or becomes very unsightly, in which case they can be excised. In many cases, cysts often resolve spontaneously. Don't be tempted to do any DIY surgery- it's not worth it.
